Adilbekova Kamal was born on January 1, 1942 in the village of Kokzhyra, Aksuat district, Semipalatinsk region. She received her secondary education at the Mukhtar Auezov secondary school in the village of Kokzhyra. In 1959, she entered the Abai Library College in Semey and successfully graduated from the same institution in 1962 with a degree in librarianship.


She began her career in 1963 as a librarian in her native village of Kokzhyra and devoted her entire life to the field of culture. In 1965–1967, she worked as a librarian in the District Party Cabinet, where she was distinguished by her responsibility for her work. In 1972, she worked in the school library, making a great contribution to instilling a love of books in the younger generation.


Since January 1, 1980, she was appointed head of the book collection replenishment department of the district central library, gaining extensive experience in this field. As a librarian of the book collection replenishment and processing department, she made a great contribution to the systematic formation of the library collection with her many years of dedicated work.


In recognition of her many years of dedicated work, she was placed on the District Honor Roll in 1988. Although she reached retirement age in 1992, she continued her work without losing her love for work and continued to work until 1997.


Kamal Adilbekova, who was also actively involved in public and political life, has been a member of the CPSU since 1964.


In 2018, she was awarded the "Veteran of Labor" medal for her meritorious work in the field of culture.
