Silina Elvira Nikolaevna graduated from the Semey State Pedagogical Institute named after N.K. Krupskaya with a degree in "history and social studies teacher", and received an education at the Moscow State Historical and Archives Institute with a degree in "historian-archivist".

Since 1978, Silina E. N. has worked in the field of archives: head of the economic accounting department, senior methodologist of the Semey State Regional Archive, inspector for basic activities of the archive department of the Semey Regional Executive Committee, leading specialist of the Semey Regional Archives and Documentation Department.

During her work, Silina E. N. has proven herself as a highly qualified specialist in archival work. She carried out work on the creation and development of the network of district archives of the Semipalatinsk region, provided control and methodological guidance over their activities.

Silina E. N. was engaged in the training of archival specialists. Silina E. N. Being a teacher of the Faculty of Archival Science of the Semipalatinsk State University named after Shakarim, she was engaged in the training of archival specialists. Silina E. N. is a mentor of young archivists - employees of the KZTKO. She participated in the annual courses of advanced training of employees of the administrative services and departmental archives of the KZTKO of the cities of Semey, Kurchatov, Ust-Kamenogorsk.

Silina E. N. actively engaged in scientific research and methodological work in the field of archival science, she is the author of the following works: "Methodology of compiling thematic lists in state archives", "Methodology of compiling publications, collections of documents of the National Archive Fund of the Republic of Kazakhstan in the state archives"; publication of documents "Work among women in the Semipalatinsk Priirtyshye, 1918-1937".

Silina E. N. Participated in the implementation of the state program "Cultural Heritage" to identify documents on the history of Kazakhstan abroad, within the framework of which E. N. Silina identified documents on the history of East Kazakhstan in Russian archives. The identified documents of great historical and cultural value were presented to the public in collections published by the center.
